In 2024, engaging learners remained the top challenge, cited by 40% of respondents. However, new pressures gained ground: budget constraints rose sharply to become a top-three issue, alongside fostering a learning culture and the ongoing need to demonstrate the value of learning. These results reflect the dual demand to sustain engagement while managing tighter resources.
