Emma Kinsella is head of the Skills Policy and Enterprise Engagement Unit in the Department of Further and Higher Education, Research, Innovation and Science. Her role is to support the implementation of the national skills agenda through the skills infrastructure and the labour market forecasting system and to develop strategic policy in relation to high level skills issues. An example of this is her role as Project Lead on the OECD Ireland Skills Strategy – the assessment and recommendations of which were published in May of last year. Emma is currently working to embed responses to the OECD’s recommendations, with a particular focus on partnership with enterprise and other stakeholders; on making the skills ecosystem more navigable for learners; and on finding innovative ways to engage people in lifelong learning opportunities.
